I spoke with JCAR staffer Brad Taylor today, trying to determine if the proposed rule might be heard at next week's JCAR meeting, and Brad informed me that the 180 clock that started ticking with the July 14 JCAR meeting at which the rule was prohibited runs out on January 9. Unless a special JCAR meeting is called for this week, the administrative rule process will run out for the dam safety rule."

This means there willl be no new dam safety legislation anytime soon, and that in all liklihood it is a dead issue.
